ORDINANCE NO. 582
AN ORDINANCE OF THE COUNTY OF
RIVERSIDE ESTABLISHING A FIVE MILE PER HOUR SPEED LIMIT FOR VESSELS ON LAKE
ELSINORE
The Board of Supervisors of the County of Riverside, State
of California, do ordain as follows:
Section 1: No person
shall operate a vessel, as defined by Harbors and Navigation Code Section 651
(c), at a speed in excess of five miles per hour on the waters of Lake Elsinore
lying within the unincorporated area of the County of Riverside.
Section 2: This
ordinance is adopted as an urgency ordinance, not less than four-fifths of the
members of this Board concurring herein, pursuant to Section 25123 of the
Government Code and Section 660 (c) of the Harbors and Navigation Code, for the
preservation of the public peace, health and safety. The facts constituting the
urgency are that due to the floods of February 1980, the water in Lake Elsinore
has risen to a level that just below the surface of the water there exists
physical hazards such as buildings, trees, fences, and other structures that
present a serious threat to the safety of people in vessels traveling over or
near them at speeds in excess of five miles per hour. Pursuant to Section 660 (c)
of the Harbors and Navigation Code, this ordinance shall remain in effect for a
period of sixty days for the date of its enactment, unless within that period
of time the Department of Boating and Waterways shall authorize the extension
of the period of time, in which case this ordinance shall remain in effect for
the period of time authorized by the Department.
