AN ORDINANCE OF THE COUNTY OF RIVERSIDE
ESTABLISHING WASTE DISPOSAL LAND USE FEES
FOR
CERTAIN AREAS IN THE COUNTY OF RIVERSIDE
FOR FISCAL
YEAR 1984‑1985 AND PROCEDURES FOR
COLLECTION
The Board of Supervisors of the County of Riverside, State of California, do ordain as follows:
Section 1. This ordinance is authorized by Government Code, Section 25830, for the purpose of establishing a schedule of fees for the fiscal year 1984‑1985, to be imposed on land within the unincorporated area of Riverside County, whereby revenue from such fees is to be used for the acquisition, operation and maintenance of County waste disposal sites and services, where such services are provided.
Section 2.
a. Whenever, in this ordinance, the following terms are used,
they shall refer to the land within the unincorporated area of Riverside County which is classified into the following areas:

5. AREA NO. 2. Includes all land not included in AREAS
NOS. 1A, 1B, 1C and 1D.
b. Whenever, in this ordinance land use categories are stated,
the land use code letter and/or number accompanying each such land use category shall be referable to the Property Use Identifier Code promulgated by the County Assessor as part of the Riverside County Waste Disposal Land Use Fee Program.
Section 3.
a. The waste disposal land use fees established in this ordinance
shall attach as of July 1, 1984, and shall be in effect
through and including June 30, 1985.
b. The waste disposal land use fees established in this ordinance
shall be billed and collected by the Riverside County
Tax Collector as part of the regular County tax billing system.
c. Eligibility for inclusion in a land use category for which
no waste disposal fee is required shall be determined on a case‑by‑case basis by the Riverside County Board of Supervi‑sors, upon application therefor.
Section 4.
a. Parcels of land located within AREAS NOS. 1A, 1B, 1C and 1D
shall be subject to the waste disposal land use fees set forth hereinafter in Section 5 of this ordinance.
b. Parcels of land located within AREA NO. 2 shall not be
subject to the waste disposal land use fees set forth
hereinafter in this ordinance.
c. Parcels of land located within AREAS NOS. 1A, 1B, 1C and 1D
and which are included in the following land use categories shall not be subject to the waste disposal land use fees set forth hereinafter in this ordinance:

(2) M06 Vacant land with most probable use a
mobile home subdivision.
(3) A17 Well sites.
(4) A18 Water bodies, including but not limited
to reservoirs, duck ponds and fish ponds but only when part of a non‑commercial agricultural operation.
(5) A19 Vacant land with the most probable use
being agricultural.
(6) C22 Miscellaneous commercial structures,
limited to parking structures and park‑ing lots.
(7) C24 Vacant commercial land.
(8) T Transportation and communications
structures and land, including but not
limited to railroads, freeways,
state high‑ways, radio transmitters,
relay stations
and cable television facilities.
(9) U Land and facilities of public utilities.
(10) W Water bodies, including but not limited
to lakes, rivers, riverbeds, and flood control facilities.
(11) Y01 Vacant land with miscellaneous
structures thereon, not otherwise
specified in this ordinance.
(12) Y02 Vacant desert land.
(13) Y03 Vacant mountainous land.
(14) Y04 All other vacant land not otherwise
categorized in this ordinance.
(15) A20 Agricultural land with non‑waste
producing crops.
Section 5. The schedule of annual waste disposal land use fees shall be as set forth in Exhibit A, attached hereto and by this reference incorporated herein.
