STATEMENT OF PROCEEDINGS OF THE BOARD OF SUPERVISORS

1.0         TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Continuation of Public Hearing on the Appeal of the Planning Commission Denial of SURFACE MINING PERMIT NO. 213 (Liberty Quarry) / CHANGE OF ZONE NO. 7508 / Noise Ordinance Exception No. 2 – Granite Construction Co. – Rancho California Zoning Area – Southwest Area Plan - 1st & 3rd Districts.  Surface Mining Permit No. 213 proposes to construct and operate a mine on a 414 acre site located in southwest Riverside County.  Applications include a Change of Zone requesting a zone change from Rural Residential (R-R) to Mineral Resources and Related Manufacturing (M-R-A) on 14 parcels consisting of 110 acres in the center of the site where the processing plant shall be located, a Surface Mining Permit proposing an aggregate quarry, and a Noise Ordinance Exception requesting exception from the County noise requirements set forth in County Ordinance No. 847.  Additionally, ENVIRONMENTAL IMPACT REPORT NO. 475 was prepared in connection with Surface Mining Permit No. 213, Change of Zone No. 7508 and Noise Ordinance Exception No. 2 and will be considered by the Board of Supervisors (HEARING CLOSED TO FURTHER PUBLIC TESTIMONY).
