            BOARD MEMBERS – Supervisor Ashley mentioned the inmate that ambushed and killed Deputy Michael Haugen and Deputy James Lehmann in 1997 in the San Gorgonio Pass has killed himself while on death row.

Supervisor Tavaglione recalled the horrible incident and mentioned that the Board renamed a street in honor of the deputies.

Supervisor Stone mentioned the iHUB Ceremony and the importance that the State recognize Local Government. He also mentioned the Ontario Airport and that local counties need to get involved to bring flights back. Lastly, he mentioned that the Riverside Housing Authority received the highest rating by the US Department of Housing and Urban Development for 2013 and thanked Heidi Marshall and the department for all that they do.

            Supervisor Tavaglione recognized Dr. Imran Farooq, a second district Youth Council member 10 years ago, who has since graduated from USC and brought the iHUB here. He also mentioned the success of Aaron Hake of RCTC who also was a member of the Youth Council.

            Supervisor Benoit thanked the Board for joining him in the desert for the Board meeting. He also mentioned that Anna Vidovic, Classical Guitarist from Croatia, will be performing at RCC on Monday, October 14, 2013, and that he will be presenting Ms. Vidovic with the County of Riverside International Music Achievement Award.

1-2      TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  COMMERCIAL WECS PERMIT NO. 11, REVISED PERMIT NO. 1 (WCS 11 R1) / COMMERCIAL WECS PERMIT NO. 12, REVISED PERMIT NO. 1 (WCS 12 R1) – Westwind Association/Tetra Tech, Inc. – Pass & Desert Area – 5th District.  WCS 11 R1 proposes to extend the life of the permit for 63 existing wind turbines by 10 years to July 1, 2023.  WCS 12 R1 proposes to remove and replace 12 out of 78 existing wind turbines with ten (10) new FloDesign 100 kW turbines with a maximum height of 150 feet for a new total of 76 turbines, and includes undergrounding electrical collector cable along existing on-site service roads and off-site easement approximately 7,200 lineal feet to the south to connect with the existing Terrawind Substation located at the north boundary of the WCS 11 R1 site.  Additionally, WCS 12 R1 proposes to extend the life of the permit by 10 years to July 1, 2023.
