Cox II/Robert Beers – Rubidoux and Pedley Zoning District – Jurupa Area Plan – 2nd District. The Planning Director recommends that the Board adopt an order initiating proceedings for General Plan Amendment 1017-A (the Jurupa Hills Golf Course project) which proposes to change the land use designation from Open Space Recreation and Medium Density Residential (2 – 5 dwelling units per acre) to Open Space Recreation and High Density Residential (8 – 14 dwelling units per acre) for an approximately 117.36 acre property. The Planning Director recommends that the Board also adopt an order initiating proceedings for General Plan Amendment 1017-B (the El Palomino Drive/Mission De Anza Specific Plan No. 123 project) which proposes to change the land use designations within Specific Plan No. 123 from Open Space Recreation, Commercial Retail (0.20 – 0.35 floor area ratio) and High Density Residential (8 – 14 dwelling units per acre) to Open Space Recreation, Commercial Retail (0.20 – 0.35 floor area ratio), High Density Residential (8 – 14 dwelling units per acre) and Open Space Water for an approximately 16.11 acre property.

16.1    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on GENERAL PLAN AMENDMENT NO.  662 / CHANGE OF ZONE NO. 6730 / SPECIFIC PLAN NO. 308, AMENDMENT NO. 1 / TENTATIVE TRACT MAP NO. 31554Lake Mathews Associates, LLC. – T & B Planning – Lake Mathews / Lake Mathews Area Plan – 1st District.  Recommendation of Planning Commission for Certification of Environmental Impact Report No. 453; Approval of General Plan Amendment No. 662 to incorporate 423.7 acres located to the east of the Hartford Springs Reserve into Specific Plan No. 308 Amendment No. 1, by eliminating the existing land use designations and establishing Open Space Specific Plan on the site and  also amend the description of Specific Plan No. 308 from “Gavilan Hills Golf Course”  to “Gavilan Hills  Estate”;  Approval of Change of Zone No. 6730 to change the zone from “Residential Agricultural (2 Acre Minimum) (R-A-2)”, “Residential Agricultural (5 Acre Minimum) (R-A-5),” and “Residential Agricultural (10 Acre Minimum) (R-A-10)” to “Adopted Specific Plan 308 (SP)” for the 423.7-acre area proposed to be added to the Gavilan Hills Specific Plan, and a Change of Zone to reconfigure planning area boundaries, zoning regulations, and development standards for the 877.3 acres within the existing SP 308 boundaries; Approval of  Specific Plan No. 308, Amendment No. 1 provides for 421 single-family residential units covering 537.8 acres (32 dwelling units with a 2-acre minimum lot size and 369 units with a 1-acre minimum lot size), a 17.6-acre school site, 71.7 acres of land devoted to active and passive park uses and a parking lot for the adjacent Hartford Springs Reserve, 223.7 acres of open space – rural land, 229.0 acres of open space – conservation, and 200 acres of land to be dedicated as a Biological Reserve (and is intended to be conveyed to the Riverside  County Parks and Open Space District as an expansion of the Hartford Springs Reserve), and 20.7 acres devoted to on-site public roads on a total of 1,301.0 acres; and Approval of Tentative Tract Map No. 31554, Schedule Bto subdivide 880 gross acres into 420 residential lots with a one (1) gross acre minimum lot size (46 lots with a two (2) acre minimum lot size and 374 lots with a one (1) acre minimum lot size), 18 open space lots totaling 242.54 acres, one (1) park site totaling 70.6 acres, one (1) school site totaling 18.1 acres, and a 1.29 gross acre public facilities lot.

16.2    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on Appeal of Approval of CONDITIONAL USE PERMIT NO. 3464 – Ramona Duck Club – Overton Kuhn – Reche Canyon / Badlands Area Plan – 5th District.  Recommendation of Planning Commission for Denial of the Appeal; Adoption of a Mitigated Negative Declaration for Environmental Assessment No. 40284; Approval of Conditional Use Permit No. 3464 to extend the life of existing operation of a hunting club, comprised of 11 RV/Trailer parking spaces, an 8 foot by 12 foot tool shed, and the existing well that serves the property (“the project”). The proposed improvements that will occur only on the southerly two (2) acres include 8 additional RV parking spaces, two (2) 10 foot by 40 foot storage containers, 20 automobile parking spaces, two (2) 7,500 gallon water storage tanks, a trap and skeet range area, and portable restrooms used only during the 5 month hunting period.

16.3    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Further Public Hearing on CHANGE OF ZONE NO. 7687 – CEQA EXEMPT – County Initiative – Winchester, Jurupa, Anza, Nuevo and Cahuilla Areas - Lakeview / Nuevo, Riverside Extended Mountain and Jurupa Area Plans – 1st, 2nd, 3rd, and 5th Districts.  Recommendation of Planning Staff for Tentative Approval of ZC 7687 to change the zone from Light Agriculture with Poultry (A-P) to One Family Dwellings (R-1) for APN: 310-230-011, 012, & 026, to change the existing Light Agriculture with Poultry (A-P) to Light Agriculture (10 Acre Minimum) (A-1-10) for APN’s 575-120-010 and 572-310-001, and to change the existing Light Agriculture with Poultry (A-P) to Manufacturing Service Commercial (MS-C) for APN 162-220-016.
