State Budget Update – Supervisor Tavaglione reported on two issues; RAC (Realignment Allocation Committee) AB 109 realignment and the CSAC Board of Directors Meeting in Sacramento regarding discussions on Prison Release and two competing bills, SB 105 (Governor’s Bill) and SB 84 (Steinberg).  The Board supported the Governor’s plan and asked for a compromise; Plan A (Governor) Appropriate $315 Million, (subject to federal court approval) in 2013/14 to invest in in and out of state capacity, permitting state to comply w/federal court orders to reduce prison population to %137.5 of design capacity by year end.  The default mechanism assures no early releases from prison and Plan B (Steinberg) provides for investment in recidivism reduction programs and takes $75 million in savings by avoiding capacity expenditures.
