The project area is bounded by the unincorporated County of Riverside and the city of Hemet to the north and east, unincorporated County of Riverside and the cities of Murrieta and Temecula to the south and the city of Menifee to the west – REQUEST: General Plan Amendment No. 1207, (“Project”) consists of General Plan Foundation Component changes and Land Use Designation and policy updates, generally within the Harvest Valley/Winchester Area Plan (HVWAP). The Project proposes to; expand the Winchester Policy Area (“WPA”), revise the land use designations within a proposed extension to the WPA, revise existing policies and create new policies, amend, and create new Neighborhood planning areas with specific policies that, together with the proposed land use changes will provide direction for future orderly development of the WPA and Winchester Town Center/Downtown Area communities.
